Dr.João Goulão, M.D., - “The Porto Experience” is the Director-General of The General-Directorate for Intervention on Addictive Behaviours and Dependencies (SICAD) in Lisbon, Portugal. SICAD’s main responsibility is to promote the reduction of the use of licit and illicit substances and the decrease of addictions across Portugal. SICAD develops universal prevention strategies across different state institutions (including schools), supports harm reduction mechanisms and collects the latest information and statistical data for submission to the Management Board for the European Monitoring Centre on Drugs and Drug Addiction (EMCDDA)


Tom Lloyd QPM MA (Oxon) -‘A New Role for Drug Law Enforcement’Tom Lloyd served for 25 years with the Metropolitan Police Service and retired as Chief Constable in 2005. He has worked in the drugs policy field since 2006. He has presented too many international law enforcement and government officials and NGOs, and at the UN Commission on Narcotic Drugs in March 2009.


Amanda Fielding Berkley Foundation Amanda Feilding is the Director of the Beckley Foundation, which she founded in 1998 with two main aims: firstly, to investigate consciousness and its changing states and secondly, to reform global drug policy by developing evidence-based, health-oriented, harm-reducing, cost-effective drug policies which respect human rights.
