In the consumption of illicit drugs, as in much else, Ireland is an exceptional country.
It stands at the top of the EU table for reported heroin use, with seven users in every 1,000 people, and it resides in the European top 10
for the reported use of cocaine, cannabis and ecstasy, according to the annual report of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), which was published on Wednesday.
